Apparently the offer was sent out in a weekly Prime email. I don’t think I got sent one, but it worked for my account anyway.
It’s not working for everyone, but if you see the screen below when you click the link, then you’re good to go:
There’s no activation button to press. Simply shop like you normally would and add the promo code THX19 (others have been getting HOL19 as well) during the checkout process.

This is a really rare code! I don’t remember Amazon offering a 10% discount off their entire site before. Having said that, remember that only items shipped AND sold by Amazon qualify for the discount.
There are a number of items that Amazon may offer shipping on, but it’s sold by a third-party seller. To check if the item is selling and shipping it, check to see if the item has this statement below its price tag:

When you clicked the link, did it say your account was eligible? If so, can you copy and paste some products you tried buying? I can check if somethings wrong with it.
Did you check to see if the item is being sold by Amazon? It has to be sold and shipped from them.
